General Description
Purpose:
The purpose of this policy is to enhance the safety and health of CSUB students, faculty, staff, and visitors related to domestic animals brought onto campus.
Definition:
Domestic Animal: An animal that has been trained or adapted to living in a human environment. Such animals include, but are not limited to, dogs, cats, birds, rabbits, fish, and other types of household pets. This definition does not include Service Animals or Emotional Support Animals, which are subject to CSUB Campus Policy EIC-12.001.

Policy/Procedure
Domestic Animals brought to CSUB campus must, at all times, be under control and restrained by a leash, chain or harness that does not exceed six (6) feet in length and that is in control of a responsible person.
Any Domestic Animal brought to campus must have all applicable licenses and inoculations in accordance with Kern County regulations, with the burden of proof on the owner or person in control.
Fecal matter deposited by any Domestic Animal brought to campus must be removed immediately and disposed of properly. The burden is on the animal owner or person in control to arrange for removal of fecal matter.
Domestic Animals may not enter campus buildings, including all residence halls. This section does not apply to Service or Assistance Animals as defined in CSUB Campus Policy EIC-12.001, which are used for the purpose of accompanying and assisting persons with disabilities. This section also does not apply to fish contained within a fish tank that have been approved by the appropriate department.
Domestic Animals found tethered, unattended, or abandoned may be humanely impounded in accordance with all applicable law and regulations.
Domestic Animals may be confined in vehicles parked on campus for a reasonable period if the animal is not endangered and does not endanger others or otherwise create a nuisance.
The Chief of Police, in consultation with Safety & Risk Management, may authorize exceptions to this policy on a case-by-case basis.
