General Description
Purpose:
This Policy provides regulation of the numerous waste and recycle receptacles in place throughout the University, including large dumpsters. Scavenging or other removal of items from waste and recycle receptacles is prohibited in the interest of public health and safety, cleanliness of the campus, the maintenance of an effective recycling program, and to limit the potential of exposure of individuals to hazardous materials contained therein.
Definition:
Scavenging shall mean individuals who are involved in the unauthorized taking of recyclable materials or discarded items in a waste or recycling receptacle.
Waste/Recycle Receptacles include: Trash containers and recycle containers that are equipped with a lid, partial cover, or a swing door, as well as all recycle bins and trash dumpsters located on any campus property.

Policy/Procedure
No person shall scavenge, search through, or remove from a container or other receptacle located on any University property, any waste or recyclable materials which have been placed therein for collection.
No person shall step onto or enter waste or recycle receptacle or remove any items contained therein.
This section does not apply to personnel designated by the University to conduct collections or other authorized activities.
This policy applies to all students, staff and faculty, as well as all visitors, licensees, invitees, and trespassers to the campus facilities and grounds. Violations of this policy shall be considered a disruption of the peaceful and orderly operation of this campus.
Violators of this policy who are not current students, staff, faculty, or otherwise not specifically authorized by the University to be on campus or a campus facility, shall be directed to leave the campus pursuant to Penal Code 626.6. Such violator who fails to leave and willfully and knowingly re-enters the campus ground with seven (7) days shall be guilty of a misdemeanor pursuant to California Penal Code section 626.6.
Violators who are current students, faculty and staff shall be referred for potential discipline though the appropriate campus administrative channels.
